Georgia and the Caucasus (2001)

An October 2001 incident in which the Georgian Foreign Ministry alleged that Russian aircraft had violated Georgian airspace and bombed areas of the Kodori Gorge. The Russian government denied the allegation and suggested the violations might have been UFOs. The cable's authors note Russian officials' established pattern of using categorical denials when concealing actions.
