Civilian / U.S. Person (USPER) witness

Civilian witnesses — referred to as USPERs ('U.S. Persons') in FBI and AARO documentation — appear in the recent FBI 302 interviews and in some older FBI case-file statements. The Western US 2024 event also rests on a civilian USPER statement.
